If you want to do without your car, you can easily manage without it.
Bus/train
From Pöchlarn train station you can take the regional train to Scheibbs. From Scheibbs station take bus 655 to the stop "Göstling/Ybbs Rathaus". Then change to bus 643, which will take you directly up to Hochkar (stop "Hochkar Lifte Talstation").
